A Publisher with no Website: Science and Engineering Publishing Company

One of their journals … with a title that appears to be lost in translation.

Virtually all the publishers on my list of predatory publishers maintain a website for the publisher with links to, among other things, their predatory journals.

China-based Science and Engineering Publishing Company is an exception, for it has no website. Instead, each of its journals has its own home page, and none is linked to the others in any way.

I found this publisher’s ten journals by searching Google for the publisher name. Have I found them all? The titles of all but one of the journals begin with the phrase, “International Journal of … “

The one outlier is The Computing Science and Technology International Journal, which, rather curiously, seems to have a connection to the publisher Research Publisher, which is already on my list.

I looked up the domain name registration and found the journals linked to a Zhu Qun in Xiangyang, Hubei, China.

The journals (see list below) all have a broad coverage, a tactic designed to attract more author fees. The publisher requires that authors sign over copyright of their articles to the publisher, a requirement that is completely against the spirit of open-access scholarship.

I am seeing an increasing number of open-access publishers emerging from China and suspect it may be the beginning of a large wave to come.

    Thank you very much.The information provided here is really valuable. I keep getting lots of mails from many Journals of serials publications. Serial Publications publish a large number of journals and charge publication fee. These are not included in the list of fake publishers or Journals. You can easily google the publisher. I am sure it cannot be a genuine publisher.

    ( http://www.ijpbs.net/ ). this also one of the paid journal. They are saying elsevier indexed journal, but elsevier site list of journals name its not there, guide me this International Journal of Pharma & Bio Sciences is real or not.

    • I have not done a full analysis of that journal, but I see many problems with it. It tries to make itself look like an Elsevier journal. It lists a bogus impact factor. I would recommend against having any business or contact with this suspicious jorunal.

        How can a journal with only 3 issues, many of which are full of errors, have an IF of > 0.4? Any why would Elsevier’s Scopus want to list such a journal: SM mentality?

    • That is not an open-access publisher. You have to buy a subscription to read those journals. I limit my work to open-access journals, so I have no analysis of this publisher. Thank you.

    Two months after your original post saying that Science and Engineering Publishing Company doesn’t have a website, they seem to have one at http://www.seipub.org.

    I still suspect that they are predatory. They invited me to “join the Editorial Board of our journal.” But when I looked up the journal homepage to see if this journal was being founded by credible individuals in my field, there seemed to be no one on the board yet.

    • It’s not uncommon for publishers to grant fee waivers on newly-launched journals. Tha appears to be the case here, as this journal is brand new and has no articles yet.

      Then they use these good articles to attract articles from others, and the later articles are not as good because they do a lax peer review, or none at all.

      Regarding the editorial board for this journal, there are seven members. There are a lot of OA electrical engineering journals. I can’t comment on the ed board members credentials, but I note the lack of any from the US.

      My advice: avoid this publisher — find a better one.

        i was recently recruited by this company as a college graduate, totally blank with company business. several days later, i questioned and realized the illegality of that company and quit.

        Feeling of rage lingers, still.

    I would like to know about this journal – Advances in biosensors and bioelectronics – http://www.seipub.org/abb/. I didn’t read this blog before submitting a manuscript. Now, it is accepted and they have asked me to pay a fee as publication fees. After reading the blog I don’t really know if I proceed with the publication. Please suggest as to what I should do now.

    • I recommend that you withdraw the manuscript and seek a better publisher. This journal’s publisher, Science and Engineering Publishing Company, is included on my list of questionable publishers.

    As a follow-up comment, this is from their website (the journal that sent the solicitation, Research and Applications in Astronomy, doesn’t even list an editor-in-chief and there are no online issues; the ISSN are listed as TBD):

    “All papers submitted to our journals go through a rigorous review process. They are refereed by experts in said field before publication. There exist four possible outcomes for each paper submitted and reviewed: acceptance, acceptance after minor revision, major revision and re-submission, or rejection. This prevents the promulgation of pseudoscience and insures intellectual and scientific integrity of the findings published by SEP.
    The Editor-in-Chief is the first to see an author’s work. They are to forward the paper to experts in the specific field discussed in the paper for review. After review, the Editor-in-Chief of the journal will look over the reviewer’s comments. If two reviewers seem to hold opposite opinions of the same paper, the controversy will be resolved by the Editor-in-Chief. Ultimately, the Editor-in-Chief makes the final decision.
