TÜBİTAK Supports Predatory Journals of Turkish Fake Associate Professor

Hakan Murat Korkmaz is a fake associate professor from Turkey who publishes 15 academic journals and organizes several conferences. He serves as the editor-in-chief of some of his journals and is either an editorial board member or managing editor on the others.

He also uses the names Murat Korkmaz and H. Murat Korkmaz to make it appear that these three names belong to three different persons. According to his false declaration, he — as Murat Korkmaz — has more than 30 published articles included in Science Citation Index (SCI) (some of them are NOT in SCI) (and around 200 non-SCI articles, lots of which are in his journals) on various unrelated subjects (psychiatry, medicine, sports, ethics, literature, sociology, education, economy, law, and others) in various journals.

Almost all of his so-called SCI articles are in predatory journals. Thirteen of his so-called SCI articles published in 2014-2015 are in two predatory journals from the predatory publisher American-Eurasian Network for Scientific Information Publications (AENSI) which is from Jordan. Three of his so-called SCI articles are in the predatory publisher AENSI’s predatory journal Australian Journal of Basic and Applied Sciences. Ten of his so-called SCI articles are in predatory journal Advances in Environmental Biology, published by AENSI.

The focus of nine of these ten articles he co-authored have no relation to the subject of the journal (environment, biology):

The owner of AENSI and these journals is Abdel Rahman Tawaha from Jordan. AENSI declares, probably falsely again, also that its journal Research Journal of Fisheries and Hydrobiology is in SCI and it has impact factor 1.68.

He, as Murat Korkmaz, uses a suspicious company name (Güven Grup A.Ş.) in articles and says he is Finance Director there. He, as Hakan Murat Korkmaz, introduces himself as associate professor at “The International Council for Science (ICSU), Paris, France”

He uses his both names at the same time at the same place in his journals and in his conferences, hence he appears as if he is two different persons.

For example, he, as Hakan Murat Korkmaz, who is associate professor at ICSU of Paris, France, organizes an international conference on “Violence against women” with Turkish title 1. Uluslararası Kadına Yönelik Şiddette Multidisipliner Yaklaşımlar Kongresi (see pages xiii, xvi, xxxii, xxxviii, 60, 64, 114), and speaks at the opening panel and becomes chair at sessions, and at the same time he, as Murat Korkmaz who is from a suspicious company (Güven Grup A.Ş.) from Istanbul, Turkey, has three articles there.

Hakan Murat Korkmaz has neither a PhD diploma nor an MSc diploma. He has never been a PhD student.

Dr Orhan Altan, who is director of International Council for Science (ICSU), Paris, France and at the same time who is from Istanbul Technical University-Turkey, said:

Two of Hakan Murat Korkmaz’s journals are listed in TÜBİTAK’s (the Scientific and Technological Research Council of Turkey) ULAKBİM index (Sosyal ve Beşeri Bilimler Veri Tabanı (SBVT) (Social and Humanity Sciences Database)).

According to new Turkish academic regulations, publishing articles in any journal or conference proceeding are enough to be an associate professor (a bureaucratic sultanate title which is given by YÖK (Higher Education Council of Turkey)) and then full professor.

This means that there is almost no difference between a SCI article, a TÜBİTAK ULAKBİM index article, and a predatory journal or conference article.

When ordered according to negligible differences between them: 1. SCI article, 2. TÜBİTAK ULAKBİM index article, and 3. Predatory journal or conference article.

In each of Hakan Murat Korkmaz’s journals and in all the articles published in these journals, it is stated falsely that it has trademark ® and it has two IS0 certificates (9001:2008 and 14001 environmental) for quality which requires at first to be a real company or organization, but no company or organization — either real or fake — exists.

Hakan Murat Korkmaz organizes conferences on “violence against woman, violence and gender.”

Yavuz Taşkıran is one of his partners in this conference. Yavuz Taşkıran is a sports researcher. According to news reports [in Turkish], he paid 5.000 TL (1.700 usd) to a woman academic as moral compensation for mobbing (violence against women). Then Yavuz Taşkıran resigned as chair of his academic department. Later, he transferred to another university in another city.

Mobbing is a very common tradition in Turkish universities.

Some of Hakan Murat Korkmaz’s conferences falsely state they are supported by the International Council for Science (ICSU). Hakan Murat Korkmaz introduces himself as an associate professor (NOT TRUE!) who works at the International Council for Science (NOT TRUE!).

    Sorry to hear this, and I hope Tubitak does something about it. I get notices and contents of a biology journal under their auspices that seems respectable if low key. A great pity if a national list of OK journals gets corrupted. I had assumed that the papers I see in it were OK (certainly not all Turkish.

  2. Open Behavioral Genetics, Open Quantitative Sociology & Political Science and Open Differential Psychology are the three journals of open access publisher OpenPsych (http://openpsych.net/ ).

    Emil Kirkegaard of the University of Aarhus in Denmark is listed as the single editor (in chief) for Open Differential Psychology ( http://openpsych.net/ODP/editorial-board/ ) and for Open Quantitative Sociology & Political Science ( http://openpsych.net/OQSPS/editorial-board/ ).
    Open Behavioral Genetics ( http://openpsych.net/OBG/editorial-board/ ) also lists only one editor (in chief), Davide Piffer, (‘independent researcher, Italy’), with a link to his Twitter account ( https://twitter.com/piffer_davide ). This twitter account reveals ‘founder and editor-in-chief (OpenPsych)’. Emil Kirkegaard has published several papers in these three journals (in particular in the journals of which he is listed as editor).

        Wow… From the FAQ: “Each journal has a set of reviewers who are appointed by other reviewers. The author is entitled to suggest one reviewer.” And although “Authors cannot review their own papers”, they are apparently allowed to use pseudonyms, so I wonder how the editor can verify this. So I can create a fake name and a fake free email account, submit a paper and suggest myself as a reviewer, who then suggests a friend as another reviewer? The only problem I might have is that my paper would then be published under a pseudonym. Moreover, “We regard multiple publication as a good outcome, so we welcome papers that have been published elsewhere”. One can indeed call that an “innovative open review process”, but I’m not sure it’s the kind of innovation the academic world needs…
